In the end of the film 'the matrix' when neo gets up after being shot, and gets fired at by the agents, he stands theres and goes 'no', the bullets slow down and stop in front of him. Is that because he's moving so fast he can dodge them? or is it because he's got some sort of protective field surrounding him?

It's kinda weird, but since he has become The One, he is able to see the world of the matrix as the code it is made of. He has the ability to alter certain pieces of this code, like physics, allowing him to fly, move at impossible speeds, as well as altering the physics governing non-program constructs. So in that scene, even though he couldn't stop the agents (programs) from shooting at him, he could stop the bullets by slowing down there velocity until they stopped completely.

I'm going with the super speed, remember earlier when neo dodged the bullets the agent was shooting at him, he was moving as fast as them, when he says no he realizes he is the one, so he can go super fast like the agents

Duuuuuude . . .

it's because it finally, REALLY, dawns on him that he's THE ONE.

That's why he gets that dreamy, cocky expression when he picks out a suspended bullet from the air & looks at it. His awareness is the FORCE to reckon with, which is why the agents hauled axx and bailed.

I think its that he realizes then that he has control over everything after he came back to life, he realizes that he has the power so when he says no too the bullets it happens

no, it's because after he attained full knowledge of his abilities, he stopped the bullets in mid-air, and the bullets drop to the ground.
