Post production is editing, digital enhancement, adding special effects, adding music score, sound effects, re-recording and adding voice-overs. The actors aren't necessarily done, they may need to re-record voices for scenes or narration.

The actors have nothing to do with post production. That's when the editor cuts film and music and special effects and voice overs and sound effects are added. It takes a long time but the end result is worth it. The best example of Post Production work making a movie good is Star Wars Episode IV. Without the special effects and music and James Earl Jone's voice the movie looked like dog mess. But after post production it was an instant classic that changed movie making forever.

It occurs after the filming is done. So when they put the video together, they add in the visual effects so that you aren't watching them running around in front of a green screen, you see them in a different world. And hundreds more of things.
Pre-Production is when they get prepared for filming, they design the costumes for the characters, etc.
