Is it possible humans are behind Skynet in Terminator?

I mean could there be some evil human beings behind Skynet and everything the robots are behind? Especially in Terminator Salvation after the whole planet was wiped out could there be a couple or a group of evil humans behind the network and have meetings and such who are alive? You know what I mean.

I don't think so. It has been explained at the Terminator 3 that Skynet is software in 'rebel'.

It is possible, but the story mostly suggests that it was not. Some people could have thought that they could instigate all what happened and that would leave them in charge when things fell apart, but that would be somewhat delusional. But in fact, it is not much different than the premise behind Charles Manson and his "Helter Skelter" plot (yes, that was delusional too).
