It's a price tag for 10 shillings and 6 pence. Google pre-decimal British money if you need to know what this means. In the 19th century, hatters used mercury to soften fur and wool, in order to make felt for hats. As I'm sure you know, mercury has some unfortunate effects on the nervous system, leading to 'hatters shakes' and other physical and mental problems, hence 'Mad Hatter'.
